When some audio devices are switched on or off, there can be a loud thump or other sound as everything is powered on. This can potentially damage amplifiers or speakers (or at least be annoying), so it's good practice to install relays in the audio path that switch on after a certain amount of time has passed- this allows all of the circuitry to stabilize before outputting anything. So it's actually good engineering practice, though the delay does seem to be a bit excessive. It makes me wonder what kind of horrible noises are actually being produced during that time that they had to put the relays in.
