Sounds like a problem around the power-up reset circuitry.  I'm not sure
if there's a circuit diagram floating about but somewhere in there you
should find a resistor to +5V and a capacitor to ground.  As the
capacitor charges the reset pin goes from 0V to 5V.  Check for spillage
on the board around there, or signs of distress from the capacitor.

Note that this does not mean "blindly replace every capacitor you can
see in the hope this makes a vague problem go away".  That's the reason
I've had to scrap several synths people have brought round to get
fixed...
