It sounds like a great idea to use a CZ-1000 for a synth tuba. I don't have any perfect advice, but I appreciate the quest for a great, fat sound.

One idea is that, since a tuba sound only needs to by monophonic, you can combine two sounds. Use "Tone Mix" to find two sounds that work together, and help each other out. It might be a brass sound and bass sound. Then work on changing the levels. The downside to Tone Mix is you lose polyphony, but that won't matter for tuba basslines.

My second idea is that you use some kind of external effect to warm up the sound.

My third idea is that you need some more brass sounds than just the ones that are built-in. Try grabbing some of the patches from this page:

Get the ones that are for CZ-1000, figure out how to load them, and then play them to see if any are better for your purpose.

Lastly, the thing about Casio tuba sound from the 80's... Casio had a lot of different hardware varieties over the years. They had analog, square wave, PCM, and digital to name a few. Only knowing the brand name (Casio), you can't say for sure what type of sound it was. I can imagine one of Casio's more analog early keyboards making a good tuba sound when amplified.
