Here's a thought in case you haven't solved the problem(s) yet. Instead of adjusting the size and number of the buffers, first try putting a delay after the F7. It seems my default is 60 ms. You could then try using the auto-adjust buffer delays.

PS: I don't have a VZ-8m connected to my PC at the moment, but if you are still having problems, I can try some troubleshooting if you upload the sysex file you are trying to send to your VZ-1. It is possible that there is something about the file that is problematic--not the midi-ox settings or the VZ settings.

I have a VZ-8m with a dead internal battery so the patches go away at power down. Within the past year I did send sysex patch banks to it, so I know it does work. (I mention this so you don't worry about my losing any important patches in testing your sysex file!)

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
