Any MIDI pedal which can send user programmable SysEx messages can do this job. For changing the patch you don't need to use SysEx, Program Change message is enough good to do this task. Transposition can be programmed directly in the Patch with Detune parameter, you don't need to use Key Transpose. But of course it will use memory locations - if you need the same sound in different transpositions... Still I wonder why you want to complicate your life with doing all this and not just using dedicated panel buttons on the instrument for such simple tasks:-) It's like to try to get to the left pocket with the right hand from the backside.
