ROM == "Read Only Memory", so no. EPROMs can be erased by placing them
under a strong UV source (leaving them on a sunny windowsill doesn't
work, and leaving them outside just means they get blown off the
windowsill into the grass where they're hard to find - they still don't
get erased). You could make your own ROM cartridges by blowing an EPROM
with the right data. pretty much whatever's stored in a RAM cartridge.
The RAM cartridge circuits are out there, so it may be possible to
remove the ROM from a ROM cartridge, replace it with a RAM chip (they
have similar pin layouts) and adapt the rest of the circuit to suit.
