I don't use Windows, and don't have VZ (sold my VZ1 and VZ10m many years ago), so here are just general points...
It seems to me you mix two things - basic MIDI communication and SysEx data.
First try if VZ responds properly when controlled from MIDI keyboard and from software sequencer.
If there's no sound, then there's some problem in communication, setting, or in VZ itself. You can also try initialization (which will return factory settings including sounds):
All Initialization:
Power Off, hold Write button + Power On
If this connection works, you can check SysEx communication.
It's necessary to enable SysEx communication, and set Memory Protect Off.
Be sure you have proper data file, and set the receive channel to the same one in data file.
If it doesn't work, try to change individual elements in your system chain - try different computer, different software, different MIDI interface, different MIDI cable, or different VZ (or other synth to be sure that communication works).
