Saving/Loading PEK Patches

Does the new PEK update have new patches?  If so, how can I load 
them and also save my current banks with my own custom tweaks?  I 
don't own any fancy PC interface.  I do have the Evolver CD-Rom that 
came with my PER, but have never used it.

I'm not well-versed in patch management on the PEK, so if someone 
can give me a step-by-step, that would be most helpful.

Also, please confirm that there is a new patch bank - how different 
are these from the ones loaded in my PEK???

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
