Yes. You can't adress not every sound parameter in the Evolver though. No, afaik you can't load the new OS to your Evolver, in addition to the software update the hardware must be updated by exchanging an IC. You can load the new sounds though. Some might sound quite strange because in opposite to the new operating system, that switches off all sequencer parameters if the sequencer's not running, Evolvers with the old OS apply the values of sequencer step 1 to a sound. If a sound plays with a very high pitch or something like that you might try to set the sequencer values of step 1 to zero.
