Yes, assuming that your Filter Cutoff Frequency (row 3, knob 1) is something higher than zero. As with any old analog subtractive synth, if the Amp is turned up, and the Filter is open, there's nothing to stop the sound of the oscillator(s) from coming out. When you want a Key On event to trigger the sound, you keep the VCA Level AND/OR the Filter Cutoff set to zero, and use the VCA Envelope AND/OR the Filter Envelope (the Envelopes are triggered by the Note On messages) to turn up the Amp AND/OR open up the Filter in order to let the sound through.
