I don't know whether this guy is a crook, but I can tell you that 
crooks are out there, and that many of them behave just like he 
does. I speak from experience. Keep a copy of the post that I'm 
replying to, as well as all of the exchanges between you and him 
that you have. They may come in handy. If you decide to take action, 
your first and best ally is the credit company. They will fight on 
your behalf. I'm not saying don't contact the attorney general, but 
the legal wheels are very slow, if not immobile. There are better 
laws protecting vendors from delinquent buyers than vice versa. As 
the member of a community with which this guy does business, 
however, you can have an effect. You can post something on every 
drum forum that you can think of, even the one at the Kat site. They 
won't want to be associated with a deadbeat. Better business type 
bureaus ought to know as well.

I ordered an oven from someone who never delivered it. His excuses 
were remarkably like Lee's. When I went to the store to demand my 
money back, he went to his desk and casually wrote me a check, 
without so much as a word. The check bounced. I went to the cops; 
they sent me to the courthouse. I contacted the Consumer Protection 
Agency. To make a long story short, no one could do anything, 
despite the fact that everyone knew that his guy was a sleaze bag 
with a criminal past. We were contemplating our next move when by 
sheer coincidence, we were contacted by the atty general who'd heard 
of our case; they had a drawer full of complaints about this guy 
accumulated over the years and decided to do something about it. 
This was many months ago, and we still haven't seen any money, 
although the atty gen's office calls from time to time to find out. 
Be patient legally but perservere if the time should come. Lee may 
yet come through. I hope so.
