This is very likely grain aliasing, as discussed here recently - an 
aliasing effect that arises in the interaction between grain and scanning 
frequency. Nikon scanners with LED lightsources have always been 
particularly prone as the illuminant is semi-collimated. Diffuse sources 
mitigate the issue.

A different dev and/or film, or a different scanner, are the only real 
solutions.
