See if you can tell by the product numbers on the Epson ink cartridges.  If they use the same carts, it's probably the same printer.  I thought the 1400 equivalent was the 1410, but I'm not sure where that number was used.  So, in your market it may be a question of comparing the 1410 carts to those sold for the 1500.

I think with QTR you can download it and test it before you pay.

It's not essential, but I think Photoshop is worth the price.
