Ok... Open a 2 windows with the image in at the size that you want them to be. Increase the canvas size to the size of paper you want to print in one image with the mosaic tile selected to top left. Use the outline tool to select the place where you want the other image to be. Cut n paste that image into the enlarged document. Select where the text should be, use tre type tool. Flatten the image. I'm no expert so there may be a neater way, but this is how I do my photo cards.
