Digital BW, The Print

is there a method to reduce or preferably eliminate the little black 
dots I see through a loupe ?

Is it a fuction of the epson driver ? I recently saw a 'dotless' 
print from a lab writing their own software which I assume, but I'm 
not sure, replaces the epson driver.

I use:
PhotoRag paper, MIS cfs system with sepia>neutral inkset, 1160, 
Paul's Curves.
