Barry,
It is a very personal decision.  I exhibited my silver prints a few 
times (my next show
will be completely digital prints).  The rules are the same if it's a 
silver print,  graphic,
or digital print.  It's got to look elegant and neat.  It's got to 
complement the picture,
not distract it or overwhelm it.  I usually printed 11x14s with the 
image length about 12".
The mat I used was 16x20 with the window slightly off center (shifted a 
few fractions
to the top) with the distance to the edge of the image 5mm on 3 sides 
and 7-8mm on the
bottom.  It already gives you a bit of space to make a small caption.
For 8x10s I usually also used 16x20 mat, but 11x14 is OK.
If you cut mats yourself - be careful in the corners.  If you order it - 
draw a sketch with
clearly stated dimensions, because any mistake or irregularity will make 
you throw away
the mat.
