I'll second the recommendation of GraphicConverter, which, BTW, works on the "classic" Mac OS (7.5-9.2) as well as OS X. One caveat: it's a fairly sophisticated app, in spite of GC's "baby Photoshop" status, meaning it will take a while for someone just starting out with all this stuff to get her/his hands around it.
