You can only upgrade the OEM version of Elements, the one that come free packaged with hardware. It's specified on the Epson website. Of course you can't buy Elements for $79 then upgrade it for $299. That's why you only read about it on the hardwared manufacturers websites, but not Adobe's I guess it's a US / Canada deal only.
