I can understand why one might think that, and it's a perfectly reasonable assumption to make. In this case I was very careful about following the instructions, although I'll check it again. The reason I'm not sure about the ink is that the last print I did was on EEM, and I'm pretty sure I had the matte ink in, although it was a throw-away print so I wasn't concerned about the colour balance or d-max, so it is possible I left the photo black in. The problem print didn't warn me that the wrong ink was loaded so it's likely I had the right ink (it doesn't help that for various reasons my printer is down a flight of stairs in another room). The interesting thing is I had exactly the same problem with Ilford lustre finish paper. I haven't tried the Epson lustre finish, but I've never had a problem with either glossy or matte (and that includes experimenting with non-inkjet watercolour paper and rice paper). So far I've been consistently (okay, 2 times) having problems with the lustre/semi-gloss papers. I'll take your suggestion to carefully check the settings and look into the other suggestion (I wasn't aware that QTR was available for Windows now).
