I just spoke with the Costco inkjet paper buyer.  Unfortunately, he would
not be very forthcoming.  Here is what I was able to get:  The old "Made in
Switzerland" paper ran out before the new supplies were available.  (He
could not explain the "Epson" logo on the back of the Swiss paper at all.
That should not have happened.)   At any rate, they turned to another
manufacturer on a temporary basis.  This is what is in the "Made in Japan"
boxes.  (He could also not understand how I got one of these on line, since
that department was not supposed to have any of the Japanese paper.)  The
new "Made is Switzerland" box has a paper that does have different
specifications than the old Swiss paper.   A Costco store might well have
the old and new papers on the floor at the same time.  

In general, the conversation with the Costco buyer was not very re-assuring.
The new Swiss paper may be a stable, consistent product for a while, but
given their way of doing business, the product in the box might change at
any time without notice.

I guess we're getting what we pay for.

I just bought a box of the Costco paper (from the San Ramon, California
store... SF Bay Area).  I was careful to get the "Made in Switzerland"
version, with no "Made in Japan" sticker.  But the paper inside is clearly
the premium glossy lookalike... very plasticky RC surface, no Epson imprint
on back.  Disappointing!  I really like the "fiber-base look" of the plain
old Epson Photo Paper.  I guess I'll use the new one for color work.

So maybe, before stocking up, you should slit the tape on the boxes and take
a peek inside.  Costco may be inconsistent in their labeling.
