Apply the powder, heat press or iron it, then shake the powder off the paper. Where's there's ink, it sticks. Where's there's no ink, it doesn't. This works better with some inks than others. And the ink won't pick up as much powder as laser toner will, which is why you want to print heavy, but with a light ink color. It might be worth trying this MIS "glop" that folks have been yalking about. Supposedly, it takes a while to dry, which means you could apply the powder cold. And it's clear, so it won't add its own color to the powder.
