I had a similar problem with my 7600. it required changing the cap assembly. If you are not getting a good seal around the o-ring then you won't get enough suction to pull the ink out of the dampers. It can also cause the ink in the heads to dry out and clog. You can first try to clean the o-ring with a Q-Tip soaked in distilled water. Also clean the rubber wiper blade since it can become encrusted with dried ink. If that doesn't work then there is a good chance you will have to replace the assembly.
