The wax paper is a vapor/atmospheric barrier. DuPont Mylar sheet would be best but VERY expensive. It slows migration of chemicals through the back. Acrylic wall paint can emit solvents for 45-60 days. Oil-based paints from one to two or more years. Composite frames are made from the same saw dust/glue particles that are used in shelving/cheap computer desks, etc. In addition to formaldehyde, they contain some acids. Woods, especially, non-hardwoods emit acids. The rabbet should be lined with a mylar or polyester tape before the mat is inserted. Brown papers are not totally acid-free or pH neutral AND tend to draw moisture. The uncoated butcher paper is better (if it had acid it would attack the meat you stored in it), and is a better vapor barrier.
