OK, you've got me curious now. I'll bite:

The wax paper is a vapor/atmospheric barrier.  DuPont Mylar sheet would be
best but VERY expensive.  It slows migration of chemicals through the back.
Acrylic wall paint can emit solvents for 45-60 days.  Oil-based paints from
one to two or more years.

Composite frames are made from the same saw dust/glue particles that are
used in shelving/cheap computer desks, etc.  In addition to formaldehyde,
they contain some acids.  Woods, especially, non-hardwoods emit acids.  The
rabbet should be lined with a mylar or polyester tape before the mat is
inserted. 

Brown papers are not totally acid-free or pH neutral AND tend to draw
moisture.  The uncoated butcher paper is better (if it had acid it would
attack the meat you stored in it), and is a better vapor barrier.

Some years ago I used cheap cardboard in framing and put either wax paper or
aluminum foil between that and the interior materials.  I took them apart
after a number of years and found the acids had migrated right through the
wax paper, but not through the aluminum foil.

For my 'real' job I work for a company that fabricates space 
hardware. Where absolute contamination control is needed aluminum 
foil is commonly used for packaging. Commercial aluminum foil is 
very clean and free from contaminants and provides an excellent 
barrier material.
