Andrew, go here and dl Stuffit Expander, then associate all files with it and it will decode/open the files and you will have .atn files for your plugin folder.

Thanks for the suggestion which I followed. However, when I
attempted to load there was an error message "could not load the
action because the file is not compatible with this version of
Photoshop." When you click on "load actions" the choice is limited
to "atn" files. The 4 downloaded files are 2 HQX files and 2 XLS
files. When I started to spell out a filename, the file would come
up and I got the error message by clicking on it. The HQX files
Properties indicate that they are opened by PS. The XLS files
are "unknown."
