Please see http://www.adobe.com/support/techdocs/322829.html It appears that 1.6 - 1.7 GB is max even if your system have 4 GB and you specify 70% in Memory & Image Cache Preferences. According to Adobe this is a hardware and OS limitation. They don't say it's Windows or Mac.
