It appears that 1.6 - 1.7 GB is max even if your system have 4 GB and
you specify 70% in Memory & Image Cache Preferences. According to
Adobe this is a hardware and OS limitation. They don't say it's
Windows or Mac.

They also mentioned an Adjusted Refresh plug-in that "reduces tile
size as well as Photoshop's initial allocation of RAM and scratch
disk" that may improves CS startup but "The plug-in may slow
performance on systems with more than 1 GB of RAM or that use
multiprocessors."

Move to quarantaine

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
