Nope. Unless it's not called "Epson Utility". It's not in
/Applications nor in /Applications/Utilities nor in ~/Applications.
It's not on my machine at all, not under that name:
% find / -name "Epson*" -ls 2>/dev/null

Spotlight doesn't find it either.
