My 2400 has another pick list under the paper type.  For example with
"Enhanced Matte" paper selected it contains "Photo" and "Best Photo".
 Only with the latter selected does ABW activate.  This list can be
different with different papers.  Does the 9800 have that?

My web site has an article outlining my 2400 workflow and it details
all these settings.  I don't know how much of it will apply to the
9800 but it might be worth a look (article #9 at the link below).
