Well, if it were plugged, in short time the ink would not come out at all. I can guess that the ink usage is fast enough to not be concerned about evaporation trough the relatively large vent hole. You can consider this one a self contained CIS without tubing. The fill hole requires no plug so refilling is somewhat easier.
