It's just the Windows right-click installer that doesn't recognize the ICC profile.
I suspect its because its grayscale not color.   But anyway if you just put it in the
correct folder Photoshop will see it just fine.  

For XP the folder for profiles is:
\windows\system32\spool\drivers\color\
