Outgassing is a property of the ink, not a property of the paper. I've 
certainly experienced outgassing when framing HPR, for example.

If the glycols and glycerins have not left the paper before framing, 
they can come out in the frame resulting in a greasy smudge on the 
glazing. Regardless of paper.
