Yes, of course, but think how much worse it might be if we didn't enforce our guidelines now and then. It isn't a completely rigid line and often these other subjects are at least periferally related to printing, such as the recent one about the CS3 printer dialog, which I found very helpful. We do wander about on occasion but we are pretty much a self-regulating organism and the machinery does swing into action from time to time. I think Jules' inquiry deserved an explanation lest he go away thinking we're a bunch of inhospitable neanderthals. Any attempt to explain how it works will almost surely bring exceptions to mind, but I think over all this is a very successful forum and the model has worked.
