Tyler, In my earlier days as an assistant in a frame shop, we used a roll on
adhesive that was great for use with damaged posters, prints, etc.  We
slightly dampened the prints to allow them to lay flat an dplace on the
coated mount board; foam core, gator foam, etc.  Then carefully place the
art on the board and vacuum mount the work and let cure under weight. You
might check with local frame shops to see how archival it is. I think quite
archival, but it has been some years so you know how the mind might not
recall ALL the particulars.

I've used the 3M Spray Ment cans and they seem to hold well, but like
you I certainly wouldn't trust them for long term storage on valuable
prints. There is no telling what is in that stuff. 

I'd like to know the answer to this also. I just bought a small used
dry mount press and I would imagine many dry mount tissues are far
more reliable than any of these sprays.

Probably the most permanent and toxic free adhesive would be PVA book
binding glue, but I've never seen that chemical in a spray form that
would go on smoothly and not cause buckling of the surface with photo
papers.
