No, they are not bone dry, because Epson states that this is detrimental to 
the printer. The stated figures for a 2100/2200 (from the Epson Service 
Manual) are

Total ink fill   18.3g +/- 0.5g

Usable ink    14.4g or more

Remaining ink     3.4g or less


I think my R2400 carts are about the same.
