I have used both and still have two 4000's, both running Cone K7 inks.  My
opinion is that the 3000 with a good quad set using either curves or QTR is
capable of producing better B&W prints than a 4000 with the OEM K2 inks.
However the 4000 will give you more paper choices (my 3000 was very
difficult to feed reliably) and more options in future if you want to
experiment futher.

If you were to put a Cone K7 inkset into the 4000 then there is no contest,
the 4000 wins hands down due to its smaller dot size, better dithering and
larger number of inks.  I also think that a 4000 with one, or two, quad sets
will produce better prints than a 3000 for the same reasons, however I
haven't made that comparison myself - my 3000 died and made its way to the
landfill before I swapped to the Cone inks in the 4000.
