Try leaving it turned ON and letting it sit that way overnight.

The next day, try a nozzle check. Do not! run a cleaning cycle. Try 
another nozzle check in a few hours if the first one failed.

Also, did you draw a little ink from the cart exit port before 
installing the cart into the printer? If not, there could be a huge 
bubble near the exit port, preventing good ink flow.
