I can recommend a couple from Hawk Mountain.
Sharpwing Luster(an RC type paper) is similar to a semimatte:

and
Sparrowhawk which is a semimatte, but not RC:

Both fit your criteria for being inexpensive and will except both dye or pigment inksets.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
