Would the 'tender surface' be the same as flaking? I was under the impression that flaking was lose coating particles remaining on the paper after the manufacturing process. That's why they could be 'brushed' off. I've found that more than one paper needs relatively good handling procedures to minimize damage. On the other hand, we print business cards on several materials, most of which seem to hold up under the handling. Maybe the size of the print (larger is worse) makes it more prone to damage. Just observations, I don't know the answer.

The coating on the Epson Radiant White Watercolor paper is indeed
tender. It scuffs and flakes easily.
If you mat and frame it immediately, you should have no problem.
Otherwise store them in a century box with a very thin acid free
separator sheet until you can get them matted and framed.
Do not stack the prints without a separator sheet. They will very
likely get damaged.
