Correct fuse for 230v countries A100P suitcase

looking at archives
for 230v systems 100 or 125mA slow blow fuse is supposed to be correct  
one
for 115v systems 200 or 250 mA slow blow is supposed to be correct one

can anyone tell me why 230v systems take half the value of US systems
