If I am not mistaking, Tape streamers are like DAT-machines but with
fixed/non-rotating heads. If this is correct, I would use more or less
the same technique:

Get the special bent leather pads, soak them in alcohol and rub them
gently back and forth in the same direction as the tape passes. Repeat
the procedure after a minute or so.

Do NOT use alcohol on any rubber parts in the transport. There exists
special rubber cleaning fluid from TEAX/TASCAM that does not kill the
rubber parts in the long run.

There are special tapes available to clean the head of your streamer...

I know Sony made some in the past. Here is a link to an Imation one :
