You used to make a midi guide track and play a beat, then map to tempo. 
the new global track method works better I guess - but you can get a 
lot of spurious hits. there is this process of dragging a transient to 
a bar or beat and then everything adjusts. After you get the tempo map 
you might want to smooth it out make less abrupt changes. I am not sure 
whole process rarely gives satisfactory results though.

Don't use performer so not sure what you mean by Tap Tempo but in Logic 
9 there are ways of "Beat Matching"
So if that is what you want yep it can be done..  You can manually 
adjust the music or used a beat mapping to a "master" track feature 
which is a little more  automated but will likely need a little 
adjustment.

It is not hard but you probably  need to check the doco's to see the 
process as explaining them and the options here would take a little 
time..
Look up "Flextime" for a start  and also "Quantisation"  and  "Beat 
Mapping"
