Judging by your two posts, I think the first thing is I think you are looking in
The wrong library. It's not the one in your home folder, it's the one from the
the top level disk - start from your MacintoshHD or whatever it's called.
Whenever you see a path starting with / that always means top level.
Second, the main issue is a permissions error - your error message.
It means either the file itself or most likely the enclosing folder does not have
write permission. ElCap seems to show this more often. The main QTR driver installUsually sets this but you can do it manually by going there and changing
Permission to read&write for Everyone.

I'm going to sleep on it for now but I cleared out all previous QTR deleted all my printers. Downloaded the latest Epson drivers off the Apple site. Made sure R3000 loaded as Epson printer. Installed a newly downloaded version of QTR which installed in application and allowed me to install QTR3000 as a printer but it did not install in the Library.
