A couple things:
1/8in is always the minimum border for QTR driver -- pro printers have minimum of .56in on the bottom.
Borderless is not supported in any way.
From your second post it sounds like you are having a size issue. I'd suspect this is due to some .jpg issues.
TIFF files are recommended for QTR driver.
Finally for the 1/16in positioning issue -- that sounds like a printer mechanical issue such as the paper feed
is just a little off or paper size itself is a little off. It's pretty much impossible that Win 7 vs Win 10 could affect this.
