I've done strip measurements many times without a dongle.  (This is on a Mac, running various versions of OS X as late as Snow Leopard, and using an older i1 Pro.)

However, I've also had the grayed-out problem.  I believe MeasureTool is picky about when you plug in the i1.  You have to make sure it's connected *before* you launch MeasureTool.  If you still have problems, try restarting the computer and trying again.
