Maximum "paper base" white

I'm new to QTR and have been playing with the curves function to try and get proper white to black using the 100 tone file. I'm having a bit of a problem getting pure white in the 1% box. The most linear tones above that (2-40%) leave the 1% just a barely visible contrast from paper base white.

For photo work in the real world, is 1% supposed to be pure white, or should it be very subtly gray?

1% should be a very subtle grey - pure white is 0%
