There are different things you could be doing here, but I'll assume the simplest case. If you use the pattern shift function to rotate the pattern 3 steps to the left, step 4 will become the first step of the pattern. If it's more complex than that - i.e. you are using alternate direction, want to start at step 4, run to step 16, play step 16 back to step 1, then step 1 back to 16 and so on, that's a different question...
