P3 wont boot if it doesn't get the expected response from the PLED display, so a failing display module could explain both of those problems. If you get a new module to try, see if the non-booting is fixed. Come to think of it, I could probably add a little code to detect a failed PLED, and give some indication on the LEDs to show this is the fault.
