It's tricky - they moved the built-in bootloader into ROM that is paged in
when a certain bit is set. This means the full 64k is available for user
code.
But the new bootloader is bigger than the old one, and overlaps the address
space used by my custom bootloader - so it'll have to move, and also deal
with paging in the internal bootloader ROM so it can call the flash
programming API.
