I'm responding to my own message with a solution! I thought I had tried everything, and then I turfed the control surface preferences. I am not used to the way OSX has a library and preferences in more than one place, under system, and under user - so I thought I was turfing a preference, but there was another one. Once I got the preferences turfed, I re-installed the control surface and voila - bank changes were in 8's instead of 18's. Not sure how that ever got set to 18, but who cares.
